Sanderson isn't weak in character building.
Sanderson just never really understood Mat. Jordan understood Mat in a way Sanderson never could. I’m sure the converse would be true as well. I would hate to see what Jordan would have done to Vin in Mistborn or even Vasher when he shows up in Words of Radiance.
It wasn’t Sanderson’s weakness with characters that was the problem, it was that he never really connected with Mat.
