You might say that PER tells how much a player should be on the floor
Not necessarily how a player should be used when he's on the floor

So KC should definitely be on the floor--it would have been wrong for Rose to bench him, or play him less. But there is a decent argument that he shouldn't have been a primary ball handler, or that he shouldn't have had the ball as much as he did, or that the offense was inefficiently designed to showcase KC's abilities and produce triple doubles.

In some ways, this stat may be more incriminating of coaching than it is of KC. Maybe they did the best with what they had--that if those possessions had gone to Emery or Fischer instead, it would have lowered their rating, and produced worse outcomes. But maybe not. Either way, its an interesting way to consider usage efficiency on the offensive end.
