I don't totally disagree with you. I don't see that as a 'lie' per se.
Also, it should be noted that removing the minimum doesn't inherently mean they aren't able to hack it in college. Standardized tests have been shown to be very poor indicators of classroom capability. And students who aren't athletes never had this restriction, why should student athletes?
And I dont think you can characterize this as "Removing educational standards", when it only applied to athletes, and not to the general education.
