"I don't know what other problems explain the low test scores"
Children in 2 parent families do better. We need both morals and families. Too many children are not raised in a good environment.
Programs like school breakfast, pre-K education, and the like are trying to compensate for families.
Instead, we should do things that promote and encourage families and values, and discourage things that destroy families (substance abuse, porn, celebrating dishonesty, social media messes, plugging kids in to video games or the Internet, etc.)
There really is something to the family proclamation and scriptures that teach "Inasmuch as ye shall keep my commandments ye shall prosper in the land" (2 Nephi 1:20). Not that we need them to know, but there are studies that support this.

Not that I totally disagree with you but I know the thinking is more in-line with not having to lower to help

If a kid can't pass a low threshold on a standardized test, then how do you think he "earned" any passing grade?
