Your conclusions are at odds with the actual reasoning. I don't understand why.
Black kids have a harder time in school, and there are dozens of factors. Many of them are outside the control of the kids themselves.
I don't see how removing an artificial boundary is somehow racist. This allows those who are underprivileged to still have access, despite their lack of access.
I probably shouldn't be surprised this is being twisted to fit a narrow worldview, but I am.
