Having lived in a branch/ward that was very inner city (Newark, NJ area) for
a couple years, I think many kids will not be able to take a practice tests for various reasons, unless they are in place of class time, which is not ideal. It is a tough situation. Tests do have a decent correlation to expectation of success in college. I guess the alternative of relying 100% on grades and school feedback works, except when those involved are not giving honest feedback. No options that work well for all.

If a kid can't pass a low threshold on a standardized test, then how do you think he "earned" any passing grade?
