Soo a few questions….
If a kid can’t pass a basic test to minimum expectations how are they to succeed in college?
How are they going to get / succeed in a higher paying job?
How will lowering expectations solve the problem?
How are they going to help THEIR kids improve and pass if THEY never reach that level?
Why don’t we focus on finding and addressing the reason they can’t pass the test? That seems to be the solution that will solve the problem….

If a kid can't pass a low threshold on a standardized test, then how do you think he "earned" any passing grade?
