There is a long, discussed history regarding standardized tests and potential racism
Avoiding that issue entirely is not saying minorities are not capable of getting a good score, and frankly, I can't fathom how you can possibly have that as your take away.
Removing a minimum allows for leniency of those who are disadvantaged. Believing this is a racist policy is stupid.
