the argument I heard:
The whole educational system is designed to limit the ability to get a quality education for those who are in lower socio-economic settings, which disproportionally affect minorities. To require the same educational achievement out of all students disproportionally affects minorities. Not that they are less intelligent, but that they have a decreased quality of education, so expecting the same from them as from a child in a more well-off setting is wrong, therefore, removal of the educational achievement restriction opens the doors for more opportunities to those who have been slighted by the "system".


This thought process, to me, has some truth and a crapton of lies.
