Same experience here, especially if your boy is on the younger side and not already being recruited. The 7-on-7 stuff is generally just done with the counselors so they aren't really in evaluation mode - the counselors are generally players and at that point are ready to ball, which means they aren't really focused on leveling out playing time for everyone -- and indeed it is not the most important part of camp.
