What part of Texas are you in?
I am just curious what you were expecting? If you are only looking for development which is what I would expect with the position change, why not stay here? (I am in the Houston area). There are tons of great camps, if he is getting good game experience, and already has connections with the right coaches I think he would be better served here.
My son now 11. 5' 7" 150 lb defensive end has been to some incredible camps even at his age. I went to camps all through the west and never learned some of the things they are teaching him now. And of course living in Texas, if you have ability you don't have to worry about exposure.
