I wouldn't say that is a fair characterization
BYU football camp tries to be a lot of things, it is development / showcase / with a little EFY at a price point that makes it available to families that aren't rolling in tons of money, all rolled into 1 camp.

Are there better organized skill camps out there, without a doubt, but those cost 3x+ what the BYU camp does for the same amount of camp time.

Primary motivations for attending the camp vary greatly, and the fact that you can focus in some areas a bit more over others tends to make it a pretty positive experience for most camp participants. The camp is also HUGE in number of participants compared to most other camps, and there are tiers within the camp and the camp counselors and depending on where you are on that spectrum, it may not be a perfect experience for everyone, but I think that BYU does a pretty good job. The vast majority of the counselors are either college coaches/ HS coaches / or current players on the team. There are some that don't come from those pools for the much younger groups, but in general, there is a lot of football knowledge contained in that counselor group, and while yes you can find better, again, plan on paying significantly more for those, but those by and large are not affiliated with Universities. Most camps associated with Universities don't even attempt to do extended padded camps like BYU does, which is useful to set BYU apart, because lots of HS coaches will bring several kids from their teams so that they can get an extended camp experience from experts, that helps in recruiting.
