You are exactly right. The quality may be down, and negotiations typically
require districts to pay all teachers in a school the same. (At least in my district that’s the case) For this reason the qualified teachers get underpaid. Some of them love it and don’t complain and I applaud them. But if they think they should get more based on their ability they should go get another job that will pay higher. Supply and demand is setting the rate.
