It's a double edged sword...the vast majority of teachers protect other teachers
even the bad ones. But another factor is that teachers are in their classrooms, minding their own business and THINK that their next door neighbor teacher is doing a great job. I can't tell you how many teachers who leave the classroom and start seeing a global view of their own school are shocked that there are teachers, who they thought were great, are actually terrible.
