It's not just raw supply and demand. Quality also comes into play.
My grandfather was an assistant principal and a principal in District 93 for 29 years. My grandmother taught elementary school for 17 years in District 93. Finding teachers was never the issue; rather, it was finding *quality* teachers. The demand is extremely high for quality teachers and supply is very low. However, school boards and state legislatures artificially cap salary negotiations to the point that it becomes hard to select quality talent every time.
