the problem though is that if we kick her out of school then no girl in her situation would report the rape and the
rapist stays on campus to commit more rapes.

Under your scenario two wrongs are committed (the drug use and a rape) and both would go unpunished.

Under the scenario where she's shown mercy by the honor code, the rapist is punished. Obviously the main objective here is to punish the rapist.

So again, isn't it predictable that the next girl who does drugs and is raped is going to stay quiet and no one is punished.
