I agree with your statement in principal, unfortunately
the HC Office (and HC investigations) has a very poor reputation in this. Marrying the title IX office to the HC Office has a chilling effect on reporting sexual assaults.

The HC office shouldn't receive victim information from the Title IX office. Victims should feel safe in talking to the title IX office in confidence (as much as possible).

The HC office claims it's investigations are separate - then keep them truly separate from start to finish. Title IX counselors can encourage victims to talk to the HC office themselves instead of sharing that information behind the back of the student. The claims of independence ring hollow when the information comes from the title IX office

The HC is most effective when the student them-self chooses to come and share information.
