I won't defend the policy per se but I can understand it.
If someone reports a rape or assault, they effectively admit they were engaged in sexual activity, which in itself is an infraction of the honor code. The honor code office may feel they need to look into what led to the attack and whether the was a history of honor code abuses. Shoot, maybe they just need to investigate so that they can go after the attacker and get him out of school. Seems some of have not considered this before. Admittedly, this perspective just occurred to me.
