involved. It might be that they're focused on the attacker. Certainly everyone can agree that sexual assault is an HC violation, which means that every allegation of sexual assault is, by definition, an allegation of an HC violation.

The question isn't whether an HC violation is alleged to have occurred. The question is whether the HCO's involvement is necessary and/or beneficial. The overwhelming opinion from victims and victim advocates appears to be that it is not beneficial and is, instead, detrimental -- the potential outcomes of an HCO investigation dissuade victims from reporting. That should be reason enough to exclude the HCO from the process.
