And we haven't even discussed the scenario in which a victim hasn't broken any HC rules but her assailant uses the possibility of a "he-said, she-said" HC investigation that might end with her being kicked out of school to dissuade her from reporting. But given what you've already said in this thread, my guess is that you're OK with that.
