The stories of Madeline and "Emily" are by far the most troubling
Even though neither had done anything wrong, the HCO required them to prove that they hadn't done anything wrong, and BY FAR worst of all, was that Emily's Title IX investigation and HCO investigation was done by consulting the attacker to corroborate or deny the assault.
