Ultimately the Bishop does have final say but he can also delegate authority

and often does. There are many spiritual matters which require the Bishop and his keys but the Counselors also receive and act on promptings. Often the authority to act and lead has been delegated and the communication to the Bishop is an FYI not a will you sign off.
