of course counselors receive and act on promptings. we all do. but as it
relates to someone asking to be released from their calling, a counselor most certainly doesn't have the authority to tell somebody no based on his promptings. it simply isn't his stewardship. he would be overstepping his bounds. if I were to tell a bishopric member I want to be released and he tells me no due to his promptings, I would laugh at him and go talk to the bishop.
