Both he and we know he is nitpicking over nothing for whatever reason...

Scout leaders don't go directly to the Bishop first unless I am not doing my calling as it has been assigned to me by the Bishop. Of course it is discussed with the Bishop and he makes the final decision after I have discussed my promptings with him, which I am entitled to receive due to the responsibilities assigned to me.

Smoky must have had a bad experience with an aggressive counselor some time in the past.
