What I don't like is the YM budget is much larger and the individual costs are

much higher as well. Because of scouting, the YM program itself is much more expensive. Second, on an individual level, young men have to pay much more to participate than their YM counterparts.

While the budgets don't have to be equal, they are too out of balance for my tastes. Mainly because of an overly expensive scouting program.
