What kind of a boost do you expect Utah to get? They still have the same hurdles and barriers that they faced before? Does Washington State or Colorado have a recruiting advantage being in the Pac 12?
Kids that go to Utah will go there because the warm weather schools and the Oregon schools in the Pac 12 didn't want them. You won't find kids saying no to USC in order to go to Utah.
Also, there's no denying Whitt did the right thing for Paul Kruger and Weddle and Sean Smith in moving them from offense to defense but think about it for a second. The only guys you'll ever hear about are the ones that are successful. How many other guys did he switch positions on that never amounted to anything let alone never made it to the NFL? How about Zeke Wiley, didn't he get switched from offense to defense and how did that pan out? There are countless others that Whitt has done the same thing to and they never made it big. The number that were successful are a lot fewer than the ones that flop or never amount to much.
As for Chow, what does he have to do with Whitt's penchant for switching players? He has no track record of success in that.
