Ecclesiastical leaders for the church that owns the University.

Issues regarding someone's personal worthiness should be addressed via that person's ecclesiastical leader. Not some administrative honk.

And where do they get off enforcing an "honor" code, anyway?

Leave personal worthiness to the students' ecclesiastical leaders. Let BYU enforce its University rules, including dress and grooming standards.
