The U gets no taxes or a tax funded draw. The audits all show this,
and the “subsidy” you see in the records is just bookkeeping. Did you know that the U AD has to pay for every scholarship? In other words, the department has to cut a check to the school every year for each scholarship it gets. The “subsidy” that you see reported exists because the U allows the department to pay the in-state tuition rate for every scholarship, and the difference between the in-stage rate that is paid and the actual out-of-state rate is recorded as a “subsidy” even though no taxpayer or institutional money is actually going to the U.
