I think the response is that there isn’t excess money. The AD is spending what they get, more or less, and that is what is needed to compete at the P5 level. In fact, the U AD is very fiscally responsible compared to many P5 programs. Now, there is plenty of room that argue that all of these schools are paying way more than they should, but the U is actually paying less for athletics than most similar schools and there isn’t money left over.
