And if they started spending like USU the P12 would kick them to the curb, the P12 revenue would dry up, they would start generating results similar to USU and then the state would actually have to pump in more money like it does with USU. Utah would also lose all of the other benefits it gets from being in the P12. That would be such a disastrous decision financially, academically, athletically, and everything. Spending significantly less would cost the school and state tons of money.
