For example... The Mountian West Conference came out and said they had no choice but to offer 'Cost of Attendance' to stay competitive in recruiting. However, schools like Nevada, New Mexico, and UNLV were against giving more money to athletes because they just didn't have any more money to give.

BYU is VERY competitive when it comes to the COA it gives its players. However, BYU does not offer guaranteed scholarships (they are year to year). As far as I know, they also do not offer continued insurance.

The P5 wanted these new rules because they had the money to spend, Normal G5 schools don't.
