yes but they don't take unlimited numbers because then it would affect their...
...graduation rates when players enter school who can't compete academically with other students in their classes for grades and can't maintain eligibility. Taking non-qualifiers is like buying everything on credit. They can enjoy it today but eventually it catches up to them when players start dropping out etc because they can't cut it.

There isn't a significant financial difference between the 2. Utah has a ton of overhead that BYU does not.
