I think this article also provides a reason why we hear more about Hitler than

Tojo: because Tojo wasn’t the one supreme leader of his country during the war. Japanese blame gets spread between Hirohito, Tojo, Yamamoto, and a few others. You can’t point to just one of them and say “HE was the one responsible for all of this,” but you basically can with Hitler.
