Utah county guys are...
Most guys this generation are pretty oblivious or too caught up in unimportant things. I work at a business where we have a lot of young people 19-25. Guys that age are not as selective or picky as you think.
Your daughter needs to learn how to flirt and make it obvious she is available. First of all, does she make an effort to dress up a bit? Where flattering but not trashy clothes? Does she do the minimal at work, at school or just looks nice at church? Guys notice if they see her day to day.
Second, does your girl know how to converse? Is she dialed into what these young guys like to talk about? I hear most guys this age talk about in priority, 1- video games, 2- marvel movies, 3- sports, 4- hanging out on the weekend. I imagine at college you can add classes or school stuff in that mix. So if she isn't interested in any if those things she needs to learn.
Third, learn how to make guys feel safe to approach. She acts shy, pulls back, uninterested then that's the response she will receive from guys. Some women have this "don't talk to me" face and they act like its their right to do so. Sure, but don't expect guys to ask you out!
I don't think its just how she looks. Honest analysis may show she's not putting herself out there in a positive way. Hard to know as a parent they only tell you what they want you to see or hear.
