If you are talking Greek God blessed looks sure.
But very few are that level and there are a whole lot of 7-9.5s at this age that will be worse then 5s after pregnancy and some of them are rail thin now. Also I've seen some average women become raging 9 plus looks after 30 and into the low 40s. Then everyone drops off after 45-50 with a few exceptions.
I think again its more about the personality, their "game or dating" skills. Everyone at age 19 is blessed with better then average looks if they simply try. The 1s you speak of simply don't try.
