For example, you don't bring in a defensive guy as the head coach and hire a first time OC. Or an offensive coach and a first time DC. You put the lesser experience/quality under whichever side you're known for, so you can be the lead dog/mentor for a while. Then you put your extra resources into an experienced guy on the opposite side of the ball who can handle things on his own.

I used to be all for Anderson, but I really think he'd struggle having never had anything to do with BYU before. He'd have a big initial learning curve to start. So would Hill. I hate what BYU does to themselves, but hiring a guy who has never in any capacity been at BYU to see how things work, just sets them up for more struggle. This is one big reason I was in favor of Pope.
