for a long time, but Utah has added (and is expecting to add) significant talent, including a higher rated guy at this kid's position, in the next couple of weeks, and now that kid will almost certainly go to BYU. He will be one of BYU's highest rated kids in this class.
Utah probably does better with these in-state kids because it's winning, but it's not like BYU was the second choice for most of them. Utah moving up eliminates the competition for a lot of the guys BYU is getting. If Utah were not winning, and the 2-7 guys in the state (and other guys out of state) were not going to Utah then you'd have Utah going after and putting a lot more effort into guys like Schoonover, Wilson, Pili, etc.
