PAC allows 2 male and 2 female athletes per year with no more than 1 per sport per year. These conference limits were big news when the BigXII formed because they shut down Nebraska's prop48-dependent football dynasty. The Huskers haven't been the same since.
Also Dayan was never close to qualifying, and schools backed off that recruitment pretty early in the process.
Very few non-qualifiers are open about it. If you follow recruiting closely you can read between the lines and figure out who is a non-Q based on some common patterns:
- Highly recruited early in HS career.
- Player is mostly being pursued by bottom tier of his offer sheet by senior year even when HS stats are good.
- Recruiting mods talk about player redshirting with certainty even though the kid seems to have the upside to lay early or is at a position of need.
A certain BYU QB commit has a lot of the signs of a nonQ.
