The worst part about Prop 13 is that it makes raising taxes easier. Most people
will be inclined to vote in favor of some prigram or project if it doesn't cost them anything. People who already own their homes know that their property taxes are fixed. Everything gets voted up because it's only the small minority of new home buyers that will have to pay for it.
When people worry about Californians importing their awful public policy to Utah and other states, Prop 13 should be exhibit A.
