Yes, but it was in response to a problem that the state legislature refused to address. Eventually, the taxpayers
revolted and Prop 13 was the result. It was not a good solution, but people felt it was better than nothing, which is what they were getting from the state.

Maybe I'm giving CA politicians too much credit, but I'd like to think that if it had gone through the normal legislative process (give and take, reports about the consequences of this or that option, etc.) that they could have come up with something with fewer unintended consequences. And it would have been easier to adjust it over the years if it hadn't been done by proposition.

The state government in CA was more bipartisan back then, so there was more of a shot at something decent being passed.

Anyway, it's a big mess, and the government's insatiable appetite for taxes means they aren't going to come up with any fix that the people will accept. I'm so glad I don't live there any more.
