decided by the assessor. The assessor is charged with collecting $x,xxx,xxx dollars by the elected bodies that establish budgets. The assessor then calculates an exact property tax rate to be applied to all properties to obtain that amount.
If the budgeted amount stays the same, but new developments have created 5,000 additional home to collect that amount from, then my actual property tax bill will decrease.
The county assessor doesn't raise taxes. I doubt any jurisdictions anywhere give assessors that much power
