The details of how California property tax are implemented are irrelevant. The

result is that recent buyers pay most of it while long time owners coast for almost free.

The mechanism to increase those taxes is apparently a passive one. Every year, California tax payers choose not to eliminate the automatic tax increase paid by new buyers.
