Okay, but not all tax increases are ballot propositions. There are lots of
entities that have power to levy and increase taxes, including school districts, water districts, and special service districts. I don't pretend to know the details of California's wonky governance.
Someone somewhere is making the decisions to increase property taxes and those tax increases do not apply to long time owners. That much is absolutely true.
It's also true that the discrepancy is causing a lot of funky market distortions. That inevitably leads to poor decisions about property tax increases and how those taxes are spent.

I know it sucks, but Prop 13 did not double the tax. Prop 13 kept the previous owner's property tax from rising up to
