Your first paragraph, last sentence is the most correct item in the post.
I'm not aware of ANY property tax increases in CA that don't go to a vote of the affected properties. And there are lots of special assessment districts in CA and LOTS of bond propositions.

Please cite the "absolutely true" assessments that have affected new owners only. Also, please cite the reference which calculates when a new owner climbs into the privileged "long time" owner status.

I get it; you don't like prop 13. I'll readily agree with your own assessment - you don't understand prop 13 or CA property taxation.

I for one love prop 13 in it's ease to correlate tax to purchase price, and set formula for increases.
