from one county because variances/transfer excuses are more accessible in UC. Transfers are problems with the receiving, not the origination school.

If the point here is fairness, and not the little league's arms race, then they're doing it wrong. And parents/players in UC thinking their success in sports is all virtue and hard work have missed the boat entirely.
