I'm not aware of any university that allows deferment without showing some
sort of program you are in or structured environment. In this case, your son would be able to show that documentation of being on a mission. It's a clerical mistake. Sitting around waiting to go on a mission is not a sufficient reason to defer.

Have him enroll at UVU and then if he feels the need after his mission he can transfer to the Y or he could get lucky
