Maybe for the state schools, the one where you are basically guaranteed to get in if you meet certain criteria. But the better schools typically do have other criteria and it isn't necessarily easy to know; such as the schools that require in person interviews or colleges that require essays.
Many of the colleges in the "top tier" have admissions guidelines that go beyond EPA and test scores, and it often isn't clear what can be done, largely because they have so many that are "qualified" and can do well.
