It sounds like they are trying to screen those that will be motivated at BYU, rather than taking those with top scores that don't appear as motivated.

Or to put it in a way from my 70s BYU experience (as one example) they are trying to limit the "perfect student" that sees BYU as a social experience to help get them married, vs. the student going to BYU to get the best education possible.
