scores and GPAs are the most capable of succeeding and making BYU look good? I teach at BYU and my anecdotal experience has been that the kids with good, but not perfect scores (many of those who will likely benefit from these changes) work FAR harder (and consequently are more successful in class, research, and beyond) than those with perfect scores. Moreover, these "less" qualified students frequently do not have the same entitled/elitist attitude that many of their "more" qualified peers do.
Obviously, there are students from both camps that do extremely well, and from both camps who really struggle. However, if I were forced to staff my research group with students from only one group or the other I'd pick the group composed of "less" qualified students. Since I'm not forced to do that, I do exactly what BYU is attempting to do and try to determine which students are going to be the most productive researchers in my lab and/or which have the most longterm potential...and I end up with a mix of students from both groups.
