That’s so frustrating. I feel your pain, my son was not accepted out of HS so
Re applied while on his mission. I’m doing so he had to have a LOR from a teacher that remembered him enough to do so…. From 2 yrs prior in a HS school of 4000 students SMH. after much consternation and dead ends. Some of his teachers were not contactable after moving on to other schools, or didnt remember enough to write a LOR….last minute we finally found a teacher who responded to our contacts.
Such a PITA process with ZERO accompanying any outlier situation. In the end he did get accepted but such a hassle.

Have him enroll at UVU and then if he feels the need after his mission he can transfer to the Y or he could get lucky

Get it before everyone else in the class is enrolling or enroll and wait for your mission call like everyone else
